bump chart version for chronograf + influxdb

Bump version to 1.7.12

This is to make sure that the chart fails if the user does not specify
a value for them. Previous implementation would not indicate that there
was a problem.

This will allow us to use generic oauth using the helm chart more
easily (this was already possible by using `envFromSecret`).

Tested with oauth from Azure.

Add internal plugin and related doc for livenessProbe/readinessProbe and health service to work as expected
