In the future, the raspberrypi-firmware package will not have a
dependency on u-boot-rpi3.

The opensbi-1.0-alt1.riscv64.rpm package supports Unleashed, Unmatched,

The u-boot-sifive-2022.01-alt1.riscv64.rpm package supports Unleashed
and Unmatched. U-Boot SPL has been buided for Unleashed,
now bootloading both boards similar.

The intention behind this commit to allow user to get all needed stuff
to launch a particular image inside QEMU without need to download the
firmware from the net or in a case of booting procedure change in
future.

It is not necessary to include u-boot for qemu as part of the
rootfs, since u-boot is started externally.
