use/ntp was broken by commit 7ef157e2

chrony synchronizes time when connecting to a network using
NetworkManager. This feature is great for computers without
hardware clock, for example Raspberry Pi.

...and not any stray ntp-server
(which tends to end up with systemd-timesyncd).

This one has been partially implemented for regular builds
but making it generally available seems much better.
