[[maybe_unused]] (introduced in C++17) is standard C++.

says that this is equivalent to the GNU unused attribute.

This commit adds a PlaylistPlugin attribute "as_folder" which for now
is only enabled in the "CUE" playlist plugin (which handles separate
"*.cue" files).  If a playlist with this flag set is being scanned
during database update, it will be parsed and its contents will be
added to the database.  This allows clients to inspect them like
directories and its contents will be searchable.

Since we switched from autotools to Meson in commit
94592c14, we don't need to include
`config.h` early to properly enable large file support.  Meson passes
the required macros on the compiler command line instead of defining
them in `config.h`.

This means we can include `config.h` at any time, whenever we want to
check its macros, and there are no ordering constraints.

Fixes thread sanitizer warnings.

Only _WIN32 is defined by the compiler, and WIN32 is not standardized
and may be missing.

Closes #169

This eliminates some overhead, because the compiler doesn't need to
consider these functions throwing.

Don't open the ZIP file again and again for each song file.

Wildcard matches are directly applied to all filenames in
subdirectories without any attempt at matching relative paths.

Move global variables into the new classes.  That may allow multiple
update threads for multiple databases one day.
