According to the C++11 and C++17 standards, both files are identical.

Time to move on, two years after 2017.

Since we switched from autotools to Meson in commit
94592c14, we don't need to include
`config.h` early to properly enable large file support.  Meson passes
the required macros on the compiler command line instead of defining
them in `config.h`.

This means we can include `config.h` at any time, whenever we want to
check its macros, and there are no ordering constraints.

This attribute shall be used only for IsInside() to make this safe
against a race condition described in #188:

> There is no requirement on the implementation that the ID of the
> created thread be available before the newly created thread starts
> executing.

Only _WIN32 is defined by the compiler, and WIN32 is not standardized
and may be missing.

Since we switched to C++ exceptions, there is no code path which
returns false.

The class does not have any virtual methods, and thus the (debug-only)
destructor does not need to be virtual.

Remove a GLib dependencies from class EventLoop and DatabaseLock.
